Other notable standouts this year were Demi Lovato at #10, Lea Michele making her charitable debut at #16, Daniel Radcliffe at #17, Miley Cyrus at #18 and Taylor Swift rounding out the list at #20.

The latest in a line of epic music videos, the enigmatic 14-minute clip, which Gaga herself directed and has said is autobiographical, will certainly leave fans talking, if not scratching their heads.

“It’s sort of like my past is an unfinished painting, and as the artist of that painting, I must fill in all the ugly holes and make it beautiful again,” the singer, 25, says in voiceover as she’s shown being wheeled through a medical facility on a gurney when the video starts.

The Grammy-winning singer announced Wednesday that she is launching the Born This Way Foundation, a nonprofit focusing on youth empowerment and “issues like self-confidence, well-being, anti-bullying, mentoring and career development.”

Gaga’s partners include the John D. and Catherine T. MacArthur Foundation, the California Endowment and the Berkman Center for Internet & Society at Harvard University.

The foundation will be directed by the 25-year-old singer and her mother, Cynthia Germanotta.

“Together we hope to establish a standard of Bravery and Kindness, as well as a community worldwide that protects and nurtures others in the face of bullying and abandonment,” Gaga said in a statement.

The multiplatinum singer recently said she wanted to meet with President Barack Obama to discuss her concerns over bullying, and she visited Maine last year to support the repeal of the military’s “don’t ask, don’t tell” policy on gays.

She has won Grammys, released three platinum efforts – including her latest album, “Born This Way” – and has a huge online presence: The singer has over 15 million Twitter followers and 44 million Facebook fans.

“Lady Gaga will help empower and give voice to young people who find themselves overwhelmed, undersupported, disconnected, isolated, bullied or struggling,” said Dr. Bob Ross, the CEO and president of the California Endowment. “This brand of leadership is sorely needed in today’s world.”

“The past days I’ve spent reflecting, crying, and yelling,” she tweeted when news of the teen’s death broke in September. “I have so much anger. It is hard to feel love when cruelty takes someone’s life.” She went on to post Rodemeyer’s “It Gets Better” video, urging that bullying “must become illegal. It is a hate crime.”

The official launch for the Born This Way Foundation will be next year, and an advisory board will be announced soon.

Thanks to outfits like this (and what the hell is this!?), the world is well aware of Lady Gaga‘s affinity for fashion. After strutting her stuff on the catwalk earlier this year during a Thierry Mugler show, the Mother Monster has now produced a short film for the Mugler Women’s Wear Collection spring/summer 2012 line, with the mini-masterpiece premiering today as part of Paris Fashion Week.

Directed by fashion-film directors and fashion photographers Inez van Lamsweerde and Vinoodh Matadin (the folks behind the literally self-indulgent clip for “Yoü and I”), the clip features a rainbow-haired Gaga, complete with diamond-encrusted buck teeth, delivering a monologue interspersed with footage from the runway. Highlights from Gaga’s prose include the meme-worthy, “Sometimes, my heart sometimes feels so black … and other days my heart feels like rainbows.” Check out the haute little vid below.

“The Lady Is a Tramp” is unleashed. Clocking in 15 seconds, the short snippet gives a glimpse at the 85-year-old jazz singer and the 25-year-old Mother Monster in studio laying their vocals for the song.

Featuring such stars as Amy Winehouse, Mariah Carey, Carrie Underwood, and John Mayer, “Duets II” soared to No. 1 on Billboard Hot 200 by selling 179,000 copies in its first week. It gives Bennett his first-ever chart topper during his more-than-50-year career in music industry.

Wearing a see-through dress and a veil while toting a Coco Chanel leather box, the “Judas” singer made her way to a local dive bar during her evening outing.

“Yeah, that’s me,” she tweeted Thursday, along with a picture of her hitting the waves. “No heels, baby!”
